With over 125 years of combined experience in the design, construction and operations of high availability facilities, alternative energy and telecommunications projects, RPS’s leadership team understand the needs and challenges of facility owners, end users and alternative energy manufactures. As a result, we have a unique stakeholder’s perspective to design, construction and energy conservation by managing costs, reducing risks, and meeting critical project schedules. On every RPS project, we draw upon our knowledge and expertise to drive efficiencies, challenge assumptions and prudently apply capital against legitimate business risk and returns.

William J Pirrone, P.E.

Founding Principal

Bill is a founding member and the managing principal of Rubicon Professional Services and Rubicon Technical Services.

Bill brings more than 35 years of engineering design and construction, operations, and maintenance experience to the data center, telecommunications, and critical power industries, where he established a significant presence. Bill’s technical expertise and understanding of an owner’s perspective have been instrumental in the rapid success of both RPS and RTS on a national level.

As a founder of the Rubicon companies, Bill has developed a unique set of service offerings specific to mission critical environments, designed to fill the void left by traditional construction companies and methods. These services include technical program management; construction management; equipment integration; engineering, procurement, and construction (EPC); commissioning; and energy management services.

Prior to establishing the Rubicon companies, Bill was the director of global engineering at JP Morgan Chase, where he led the design and integration of all data, trading, and critical operating centers through multiple billion-dollar mergers and acquisitions globally. That charge carried across 60 countries and more 70 million square feet of real estate. While at JP Morgan Chase, Bill also provided direct support to the real estate division by reviewing and negotiating leases for key operations centers, developing tactical and strategic facility restack/disposition planning, and line of business relocation strategies at the corporate level. Bill also partnered with the energy procurement team to secure substantial cost savings and pricing stability in the deregulated energy markets across the United States. Bill departed JP Morgan Chase to launch Rubicon.

Bill holds a B.S. degree in electrical engineering from Pratt Institute, is a licensed Professional Engineer, and holds multiple general contractor licenses.

Morris O’Riordan

Vice President – National Construction Services | Project Executive

As the national vice president of construction, Morris brings 24 years of construction and project management experience to RPS. He has been involved with all aspects of construction, from ground-up buildings, theaters, and conference centers, to interior build-outs, retail, healthcare, and distributed energy. Morris has spent the past 17 years managing electrical utility infrastructure, MEP infrastructure, mission-critical environments, data centers, telecom, and alternative fuel and energy storage projects, and is in charge of the day-to-day operations of the RPS project management and construction management teams. Currently he and his teams are responsible for all aspects of a project, including design and planning, budgeting, value engineering, scheduling, and general construction.

Morris’ strengths lie in his attention to detail and his awareness of the needs of his clients. His vast and in-depth knowledge of construction, safety, quality control—as well as his control of project costs and schedule, and his relationships with subcontractors and vendors—make him an essential part of the RPS team.

Morris holds a B.S. in civil engineering with an emphasis on construction management from Utah State University.

Cary Lusk, CPA

Vice President - Finance

Cary joined the Rubicon Family in 2011, and brings 25 years of accounting experience gained through public accounting and the private sector.  

Cary leads Rubicon’s Finance Department, guiding fiscal controls and growth.  His experience there includes a broad range of responsibilities, including project accounting, corporate accounting, and tax and financial planning.   Cary’s accounting experience includes financial reporting on a variety of project types, including data centers, alternative energy, multi-family housing, healthcare, and other commercial projects. 

Prior to working at Rubicon, Cary served as the controller of the construction division at the Lane Company, located in Atlanta, Georgia. 

Cary holds a BA in Finance and Math, and is a licensed CPA. 

AARON FOWLER

EHS Director

Mr. Fowler has over 14 years in the construction industry.  As EHS Director, he manages RPS on and off-site employee health and safety.   He verifies RPS team receives proper training, information, certifications, and specialized equipment training.  Mr. Fowler actively communicates on projects establishing all safety protocols, guidelines, requirements, and regulations.  He identifies potential hazards mitigating any before they cause harm or damage.

His experience includes training, safety meetings, lift plans, electrical hazards, lock-out/tag-out procedures, trenching, and PPE.  He performs safety audits, constantly reviews ways to improve RPS’ safety management system, writes policies, and outlines safety protocols and procedures.  Project onsite safety involves documenting any unsafe condition or practice, training to prevent workplace injuries or illnesses, monitoring job site conditions, and improving safety compliances which reduce cost and worker’s compensation premiums.  He engages with the project team to increase morale and productivity to enhance overall business operations.

Mr. Fowler’s general construction project experience includes electrical, communications, excavation, roofing, brick masonry, and restoration projects as a Project Manager, Superintendent, and Jobsite Foreman.  He reinforces a project’s success starts with safety. Quality protects the job-Safety protects the people.

He has provided knowledge, creative input, and assurance to his clients, customers, and others to keep the momentum of the project moving forward for successful project completion.  Throughout his construction career, Mr. Fowler has learned the core values of being professional, efficient, and responsible and developing strong leadership and communication skills.

His work has included numerous projects across the Southeast, ranging from ground-up construction to interior upgrades for Hospitals, Data Centers, Assisted Living Facilities, Police Stations, Red stone arsenal NASA, and other commercial projects in Alabama. His experiences include project management, quality assurance, vendor management, change order management, client/customer relations, and successful execution for projects involving the installation of electrical systems from Life Safety, Critical, Emergency, and Normal Power.  Mr. Fowler has personally designed MOPs for different electrical system shutdowns dealing with 4160v to 227/480v to 120/208v systems. His experience additionally includes heavy equipment operations involving site work, excavating, and shoring. Mr. Fowler has installed/terminated fiber optic cable, and high-speed copper cabling for voice, data, and wireless systems.

Mr. Fowler also has first-hand experience with creating MOPs handling RFI’s, reporting, scheduling, quoting jobs, creating budgets, managing crews, and designing electrical systems due to changes in the scope of work while still meeting critical deadlines. His projects have ranged from data centers for regional headquarters, Birmingham Racecourse Casinos server/data centers, and Onsite Superintendent / Project Manager for Children’s of Mississippi. Red Stone Arsenal is a garrison for various tenants across the Department of Defense, Department of Justice, and NASA Scope of work for the installs consisted of Life Safety, Critical, Emergency and Normal Power, access controls, fiber terminations voice, and data install and wireless systems.

He holds current certifications in OSHA-30, Termination Theory & 1/c mv, Heavy Equipment Operation, Electrical Journeyman license, CPR & AED, NFPA 70e, ARC Flash. Lock Out Tag Out, Bloodborne Pathogens, and graduated at the top of his electrical apprenticeship class.

Abbot Moffat

Director of Business Development | West

Abbot Moffat is a veteran in commercial construction, with three decades working in the trades. He has focused on the alternative energy sector since 2008, with a proven track record of delivering challenging projects for high-expectation corporate clients. Whether in the field, office, or corporate environment, he thrives on customer-facing interaction and management, ensuring successful collaboration and client approval. He is knowledgeable in all aspects of energy project development, from initial siting and design to final delivery. Having joined RPS in 2019, Abbot is spearheading the growth and development of the West Coast operations team, as well as developing relationships with new alternative-energy focused partners around the country.

Prior to joining the RPS team, he was the senior program manager for Bloom Energy, managing the post-sales relationship with one of their primary Fortune 500 clients, as well as leading the cross-functional teams delivering multiple turn-key commercial fuel cell projects.

Previously, Abbot held management and development positions within the alternative energy industry at Verdant Project Management, Tioga Energy, and Sunpower, as well as the motosport industry at BMW North America.

Abbot holds a bachelor of fine arts degree from the California College of Art, as well as a Class B California General Contractor’s license, and certifications in ARC First Responder, Wilderness First Aid, CPR/First Aid Instruction, NFPA 70E and OSHA-30.

Annemarie Mulvihill

Director of Preconstruction| Business Development

Annemarie Mulvihill has over 20 years of experience in the commercial and residential construction industry, working with clients from minor renovations to structural additions.  Before joining Rubicon, she was Director of Business Development for commercial and residential general contractors developing new relationships, marketing, and branding.  As Preconstruction Manager, Annemarie has worked on small to large scale multi-use projects for residential and commercial clients.

Her diverse background has involved working with clients in healthcare, industrial, ecclesiastical, data centers, hospitality, retail, sports facilities, educational, assisted living facilities, retirement, and residential communities.  She has managed residential and small commercial projects from inception to project completion, including project design, project cost, scheduling, purchasing, and management of vendors and subcontractors.

Annemarie joined the Rubicon team to build strategic business relationships, embracing Rubicon’s core values of experience, communication, flexibility, integrity, ownership, attention to detail, and a client’s trust.  She will be involved in all aspects of Preconstruction, Estimating, Business Development, Marketing, and Sales.
